Trade wars, like kinetic wars, fall under the adage that "war is hell." Casualties are assumed until enough pressure is applied to make the fighting stop. The weapons of trade war are tariffs, which are being classed by the Trump administration as a tax on another country. This is patently false. Tariffs are collected at the border from the importer who pays the tax which gets sent directly to the Treasury.
