The author of this story, Gino Van Begin, is secretary-general of ICLEI, or Local Governments for Sustainability. ICLEI expects to play a major conduit to take New Urban Agenda to the world’s cities and towns.
The phrase ‘no one left behind’ is a doctrine grounded in historic Technocracy from the 1930s. They reasoned that if society is to be properly ‘engineered’, that everyone had to be included.
