Measuring the ebb and flow of Technocrats in China's political structure over the years is instructive. However, this article misses the mark that Technocrats are not "a cohesive political force with a shared ideology and group identity." Yet, Technocrats have engineered every economic and social initiative in China since Deng Xiaoping, from the massive Belt and Road project to its social credit system.
