Patriots, ChrisÂtians and conÂcerned citÂiÂzens are increasÂingly in the cross hairs of the U.S. intelÂliÂgence comÂmuÂnity, and battle lines are being quiÂetly drawn that could soon pit our own law enforceÂment and milÂiÂtary forces against us.
A FebÂruary 20 report entiÂtled âThe Modern Militia MoveÂmentâ was issued by the MisÂsouri InforÂmaÂtion Analysis Center (MIAC) that paints mainÂstream patriÂotic AmerÂiÂcans as danÂgerous threats to law enforceÂment and to the country. OperÂating under the MisÂsouri State Highway Patrol, the MIAC is listed as a Fusion Center that was estabÂlished in coopÂerÂaÂtion with the DepartÂment of HomeÂland SecuÂrity and the DepartÂment of Justice.
Because authenÂticity of the report was quesÂtioned by some, this writer conÂtacted MisÂsouri state RepÂreÂsenÂtaÂtive Jim Guest (R-King City) who had perÂsonÂally verÂiÂfied that the report had indeed been issued. Rep. Guest is chairman of the PerÂsonal PriÂvacy ComÂmittee and is a promiÂnent leader in the national blowÂback against the Real ID Act of 2005 that requires states to issue uniÂform driverâs licenses conÂtaining perÂsonal bioÂmetric data. Rep. Guest stated that he was âshocked and outÂragedâ at the report, which clearly paints him and many other elected state leaders, as a potenÂtial threats to law enforcement.
Instead of focusing on actual crimÂinal inciÂdents of âhome-grownâ terÂrorism, the MAIC report instead lists issues that it believes are common to the threats it perÂceives. Thus, AmerÂiÂcans involved with the folÂlowing issues are highly suspect:
â âAmmuÂniÂtion AccountÂability Actâââârequiring each bullet to to be seriÂalÂized and regÂisÂtered to the purchaser.
â âAnticÂiÂpaÂtion of the ecoÂnomic colÂlapse of the US GovÂernÂmentâ – PromiÂnent scholars and econÂoÂmists are openly debating the bankÂruptcy and insolÂvency of the United States government.
â âPosÂsible ConÂstiÂtuÂtional ConÂvenÂtion (Con Con)ââââ32 states have called for a ConÂstiÂtuÂtional ConÂvenÂtion to force ConÂgress and the ExecÂuÂtive Branch into a balÂanced budget, but many are conÂcerned that if called, Con Con would be taken over by hosÂtile interÂests who would introÂduce AmendÂments that are harmful to national sovereignty.
â âNorth AmerÂican UnionââââMIAC states that âConÂspiracy theÂoÂrists claim that this union would link Canada, the United States, and Mexico. The NAU would unify its monÂeÂtary system and trade the dollar for the AMERO. AssoÂciÂated with this theory is conÂcern over a NAFTA SuperÂhighway, which would fast track trade between the three nations. There is addiÂtional conÂcern that the NAU would open up the border causing secuÂrity risks and free moveÂment for immigrants.â
â âUniÂversal SerÂvice ProÂgramâââââStateÂments made by PresÂiÂdent Elect Obama and his chief of staff have led extremÂists to fear the creÂation of a Civilian Defense Force. This theory requires all citÂiÂzens between the age of 18 and 25 to be forced to attend three months of mandaÂtory training.â (This is exactly what Obama and Rahm Emmanuel have repeatÂedly stated on national TV, and thus is hardly a theory.)
â âRadio FreÂquency IdenÂtiÂfiÂcaÂtion (RFID)ââââThis includes human implanÂtaÂtion, but the larger conÂcern is uniÂversal id cards and perÂsonal propÂerty idenÂtiÂfiÂcaÂtion that can be read elecÂtronÂiÂcally without the bearerâs knowledge.
CitÂiÂzens who are conÂcerned about the above issues are then lumped into radÂical ideÂoloÂgies such as ChrisÂtian IdenÂtity, White NationÂalÂists (e.g., neo-Nazi, SkinÂheads, etc.) and anti-Semites. Tax Resisters and Anti-Immigration advoÂcates are thrown into the same category.
The MIAC report then sternly warns law enforceÂment personnel,
âYou are the Enemy: The militia subÂscribes to an antigovÂernÂment and NWO mind set, which creÂates a threat to law enforceÂment offiÂcers. They view the milÂiÂtary, National Guard, and law enforceÂment as a force that will conÂfisÂcate their firearms and place them in FEMA conÂcenÂtraÂtion camps.â [Bold emphasis appears in original]
On the last page of the MIAC report, a secÂtion listing PolitÂical ParaÂpherÂnalia (flags and symÂbols) states,
âMilitia memÂbers most comÂmonly assoÂciate with 3rd party politÂical groups. It is not uncommon for militia memÂbers to disÂplay ConÂstiÂtuÂtional Party, CamÂpaign for LibÂerty, or LibÂerÂtarian mateÂrial. These memÂbers are usuÂally supÂporters of former PresÂiÂdenÂtial CanÂdiÂdate: Ron Paul, Chuck Baldwin, and Bob Barr.
Militia memÂbers comÂmonly disÂplay picÂture, carÂtoons, bumper stickers that conÂtain anti-government rhetoric. Most of this mateÂrial will depict the FRS, IRS, FBI, ATF, CIA, UN, Law EnforceÂment, and the âNew World Orderâ in a derogaÂtory manor (sic). AddiÂtionÂally, Racial, anti-immigration, and anti-abortion, mateÂrial may be disÂplayed by militia members.â
What was the ostenÂsible genÂesis of all these âthreatsâ to law enforceÂment? The report explains it this wayâŠ
âAcaÂdÂeÂmics conÂtend that female and minority empowÂerÂment in the 1970s and 1960s caused a blow to white maleâs sense of empowÂerÂment. This, comÂbined with a sense of defeat from the Vietnam War, increased levels of immiÂgraÂtion, and unemÂployÂment, spawned a paraÂmilÂiÂtary culÂture. This caught on in the 1980âs with injects such as Tom Clancy novels, Solder of ForÂtune MagÂaÂzine, and movies such as Rambo that gloÂriÂfied combat. This culÂture gloÂriÂfied white males and porÂtrayed them as morally upright heroes who were menÂtally and physÂiÂcally tough.
âIt was during this timeÂframe that many indiÂvidÂuals and orgaÂniÂzaÂtions began to conÂcoct conÂspiracy theÂoÂries to explain their misÂforÂtunes. These theÂoÂries varied but almost always involved a globÂalist dicÂtaÂtorÂship theâNew World Order (NWO), which conÂspired to exploit the working class citizens.â
In other words, these âridicuÂlous NWO theÂoÂriesâ were creÂated by psyÂchoÂlogÂical deviants who were trying to jusÂtify their own self-induced misfortunes.
Fear ye, all troopers
For unsusÂpecting law enforceÂment perÂsonnel, this MIAC training docÂuÂment polarÂizes unsusÂpecting offiÂcers to fear peaceful, law-abiding citÂiÂzens and greatly increases the risk of armed conÂfrontaÂtion. For instance, a rouÂtine traffic stop would be escaÂlated if the officer observes a Ron Paul or Chuck Baldwin bumper sticker on the rear bumper of the car. The mere posÂsesÂsion of printed mateÂrial such as the U.S. ConÂstiÂtuÂtion or Bill of Rights would be viewed as subÂverÂsive, even though most offiÂcers are required to take an oath to âdefend and uphold the ConÂstiÂtuÂtion of the United Statesâ as a conÂdiÂtion of their employment.
AddiÂtionÂally, troopers are indocÂtriÂnated that all such topics are pure fanÂtasy and without any facÂtual basis. Even if they had their own conÂcerns, they would be ridiculed into accepting the posiÂtion that all critÂiÂcism of the New World Order is danÂgerous to their well being.
The Columbia Daily TriÂbune (Columbia, MisÂsouri) reports this conÂcern from local resÂiÂdent Tim Neal, who apparÂently fits the MIACâs âModern Militiaâ profile:
ĂąâŹĆIf a police officer is pulling me over with my family in the car and he sees a bumper sticker on my vehicle that has been specifÂiÂcally idenÂtiÂfied as one that an extremist would have in their vehicle, the guy is probÂably going to be pretty appreÂhenÂsive and not thinking in a rational manner, and this guyĂąâŹâąs walking up to my vehicle with a gun.ĂąâŹÂ [see âFusion Centerâ draws fire over asserÂtions]
MIAC is a Fusion Center
As menÂtioned above, the MisÂsouri InforÂmaÂtion Analysis Center is one of a netÂwork of over 50 Fusion CenÂters around the country.
According to the National CrimÂinal IntelÂliÂgence Resource Center (NCIRC), a Fusion Center is âa colÂlabÂoÂraÂtive effort of two or more agenÂcies that proÂvide resources, experÂtise, and/or inforÂmaÂtion to the center with the goal of maxÂiÂmizing the ability to detect, preÂvent, appreÂhend, and respond to crimÂinal and terÂrorist activity.â
As of 2006, the NCIRC listed 50 Fusion CenÂters in varÂious states.
Most imporÂtantly, the DepartÂment of JusÂtice and the DepartÂment of HomeÂland SecuÂrity are the driÂving forces behind Fusion CenÂters, having pubÂlished âFusion Center GuideÂlines: DevelÂoping and Sharing InforÂmaÂtion and IntelÂliÂgence in a New World.â This report headÂlines âFusionâ as âTurning InforÂmaÂtion and IntelÂliÂgence Into ActionÂable Knowledge.â
Fusion CenÂters are one of five areas of inforÂmaÂtion sharing under the InforÂmaÂtion Sharing EnviÂronÂment (ISE) that was estabÂlished by the IntelÂliÂgence Reform and TerÂrorism PreÂvenÂtion Act of 2004.
ISE memÂberÂship includes the DepartÂment of ComÂmerce, CIA, DepartÂment of Defense, Director of National IntelÂliÂgence, DepartÂment of Energy, FBI, Health and Human SerÂvices, Joint Chiefs of Staff, DepartÂment of HomeÂland SecuÂrity, National Counter-Terrorism Center, DepartÂment of InteÂrior, Office of ManÂageÂment and Budget, DepartÂment of JusÂtice, DepartÂment of State, DepartÂment of TransÂportaÂtion and the DepartÂment of Treasury.
According to one white paper (on the ISE web site) entiÂtled The IntelÂliÂgence Fusion Process for State, Local and Tribal Law EnforceÂment, âThe most imporÂtant output of the intelÂliÂgence Fusion Center is actionÂable intelÂliÂgence. This means that the intelÂliÂgence proÂduced by the center will drive operÂaÂtional responses and strategic awareÂness of threats.â Accordingly,
âThe heart of good intelÂliÂgence analysis is to have a diverse array of valid and reliÂable raw inforÂmaÂtion for analysis. The more robust the raw inforÂmaÂtion, the more accuÂrate the anaÂlytic output (i.e., intelÂliÂgence) will be.â
The above menÂtioned MIAC report, issued by an offiÂcial Fusion Center, is apparÂently part of this âdiverse array of valid and reliÂable raw information.â
HowÂever, ISEâs underÂstanding of intelÂliÂgence is foolish. Any intelÂliÂgence anaÂlyst knows that so-called raw inforÂmaÂtion is treated as garbage until verÂiÂfied from mulÂtiple sources to valÂiÂdate accuÂracy, comÂpleteÂness and freedom from bias. SecÂondly, anaÂlytic output depends upon trained and expeÂriÂenced human reaÂsoning and judgÂment, not on the ârobustÂnessâ of the raw inforÂmaÂtion itself.
Where do Fusion CenÂters get inputs?
According to their own docÂuÂments, Fusion CenÂters are âseededâ with ideas for analysis by the FBI and the DepartÂment of HomeÂland SecuÂrity. Although this is probÂlemÂatic in itself, attenÂtion is better directed to the left-wing nonÂprofit orgaÂniÂzaÂtion, Southern Poverty Law Center (SPLC).
Upon careful word and theme comÂparÂison between the MIAC report and SPLC litÂerÂaÂture, it is apparent that there is a sigÂnifÂiÂcant link between the two. Either MIAC received training or training mateÂrial from SPLC or some of its perÂsonnel had some preÂvious expoÂsure to it.
The SPLC aggresÂsively offers training to local, state and fedÂeral law enforceÂment agenÂcies. According to the SPLC web site, âWe focus on the hisÂtory, backÂground, leaders and activÂiÂties of far-right extremÂists in the U.S.â and states that it âis interÂnaÂtionÂally known for its tolÂerÂance eduÂcaÂtion proÂgrams, its legal vicÂtoÂries against white supremaÂcists and its tracking of hate groups.â
Hate crimes are essenÂtially acts of vilÂiÂfiÂcaÂtion of a victim because of his or her memÂberÂship in a cerÂtain social group, such as racial, reliÂgious, sexual oriÂenÂtaÂtion, nationÂality, gender, etc. While hate crimes are wrong under any cirÂcumÂstance, the SPLC sees no conÂflict in proÂfiling conÂserÂvÂaÂtive whites, ChrisÂtians, ConÂstiÂtuÂtionÂalÂists, and patriots as being assoÂciÂated with, if not responÂsible for, hate crimes in America. This is the pot calling the kettle black.
For instance, conÂsider the SPLC stateÂment, ââŠa basic fact about all three moveÂments: Patriots, white supremaÂcists and anti-abortion milÂiÂtants are all fueled by interÂpreÂtaÂtions of religion.â
Aside from the fact that this sweeping genÂerÂalÂizaÂtion is plainly not true, it is mud-slinging at its best: Patriots are lumped in with white supremaÂcists, anti-abortionists are milÂiÂtants, and all are driven by an obviÂously irraÂtional and fanatÂical appliÂcaÂtion of religion.
In another SPLC article about a tragic killing in South CarÂolina, entiÂtled âThe Abbeville Horrorâ, the writer goes well beyond just the facts of the story and is careful to sprinkle in words and phrases such as:
Patriots, tax proÂtesÂtors, sovÂerÂeign citÂiÂzens, antigovÂernÂment extremÂists, New World Order paraÂnoia, DisÂarming U.S. CitÂiÂzens, hard-line ChrisÂtian Right, conÂstiÂtuÂtional rights, antigovÂernÂment âPatriotâ litÂerÂaÂture, anti-Semitic conÂspiracy, âLive Free or Die,â Ruby Ridge and Waco, Second AmendÂment, extremist orgaÂnizing, âcloset extremÂists,â paraÂnoid beliefs, âGive me libÂerty or give me death.â [quotes appear in origÂinal text]
These are the same kinds of words and themes that are seen in The Modern Militia MoveÂment article, where disÂtincÂtions between good and bad people are blurred and conÂfused: All are guilty by assoÂciÂaÂtion, if nothing else.
Should a priÂvate orgaÂniÂzaÂtion like SPLC be allowed to proÂvide offiÂcial training to public-entrusted law enforceÂment agenÂcies? Most would say, âNo.â Even if the training was free, the agency should reject influÂence from the public sector, and even more so if it presents biased and one-sided inforÂmaÂtion that is claimed to be factual.
ConÂcluÂsion
It is critÂical to underÂstand that the legitÂiÂmate law enforceÂment agenÂcies of cities, counÂties and states are not adverÂsaries of the people. They are greatly needed for proÂtecÂtion against crime and for keeping order in our communities.
They are, howÂever, being methodÂiÂcally seeded with very wrongÂheaded and danÂgerous inforÂmaÂtion, the speÂcific intent of which is to polarize law enforceÂment against peaceful citÂiÂzens who simply care about the downÂfall of their country.
This writer interÂviewed Chuck Baldwin and asked about how he felt when he first saw his good name assoÂciÂated with those who would threaten bodily harm to law enforceÂment agenÂcies. âPerÂsonÂally, I was stunned,â he said, âbut my family has taken this very perÂsonÂally as well. This is more than disturbing.â
When asked about the posÂsible affect of the report on the ConÂstiÂtuÂtion Party, of which he was the 2008 presÂiÂdenÂtial canÂdiÂdate, he replied, âI think it will galÂvaÂnize people and help them to underÂstand the nature of the battle we are in. Freedom must be defended.â
In fact, the MIAC report has creÂated a firestorm all over America. Tens of thouÂsands of protests are being called, written, emailed and faxed to authorÂiÂties and legÂisÂlaÂtors in MisÂsouri. It would not be surÂprising to see the report rescinded and an apology given.
Even so, behind-the-scene groups like the SPLC will conÂtinue unabated and undeÂterred in their effort to misÂinÂform and disÂrupt healthy comÂmuÂnity relaÂtions with worthy law enforceÂment agenÂcies and personnel.
The mesÂsage to every jurisÂdicÂtion: Donât let it happen!
Final thought
Locate the Fusion Center in your state and keep a close eye on the inforÂmaÂtion they are releasing. Stay close to as many law enforceÂment perÂsonnel as you can, asking them to keep their eyes open for reports simÂilar to the MisÂsouri report. PetiÂtion your state legÂisÂlaÂtors to ban law enforceÂment training by priÂvate orgaÂniÂzaÂtions such as the Southern Poverty Law Center.
