"Human augmentation" is a term used by Transhumanists who believe science can control the future "evolution" of humans. It seeks to create Humanity 2.0, or a race of super-humans so advanced that one day they might achieve immortality and escape death.
When Technocrats see no difference between humans, animals and inanimate material, there is no ethical boundary in mixing the three to see what might happen. This smacks of Transhumanism, which seeks to merge technology into human flesh in order to achieve immortality.
The Transhuman ideology is so terrifying that most people just cannot grasp its enormity. Transhumans fully intend to hijack the evolutionary process of genetic structuring in order to create Humanity 2.0. This means treating human DNA like computer code.
This revelation is closely related to transhumanism thanks to a statement like "With the ability to “tune” the plant cells into whatever shape they decide...". Transhumans propose to create Humanity 2.0 through genetic engineering to cleanse unwanted characteristics from the gene pool and insert other desired characteristics into it.
Listening to his rhetoric, WEF founder Klaus Schwab could have stepped out of 1933 Technocracy. He lays bare the connection between Technocracy and Transhumanism, that is, Technocracy is to society what Transhumans are who live in that society.
When animals are viewed on the same value level as humans, there is no ethical problem in interchanging DNA genetic material between them. The overriding problem is that transhuman scientists believe the world of genetics is their private playpen to do what they wish.
