Propaganda does not spontaneously generate itself; rather, it is specifically created to deceive the hearers into a belief or action that they would not otherwise entertain. Technocrats weaponize data they collect from society and use it selectively to cause people groups to change direction, adopt new behaviors, think differently, etc. This is information warfare.
